Government Watchdog Flags Millions In Waste, Unsanitary Conditions At ICE Detention Facility

A new report from the Government Accountability Office has identified millions in waste as well as unsanitary conditions and troubling gaps in medical treatment at one of the largest Immigration and Customs Enforcement facilities in the country. The nonpartisan government watchdog’s review, which scrutinized operations at Camp East Montana in El Paso, Texas, concluded that both the U.S. Army and ICE had squandered millions on services that weren’t used or needed. Additionally, GAO detailed serious issues regarding how the facility treated detainees, citing reports that ICE had previously filed. As of December 2025, detainees with diabetes and HIV had no treatment plans in place, it noted. As of March 2026, some dormitories also had unsanitary conditions due to a lack of daily cleanings. Additionally, evidence associated with a detainee’s death in January 2026 was missing or destroyed, it said. A hasty contracting process contributed to these problems, GAO said, noting that the initial contractor that was selected had never previously provided detention services. In the report, DHS agreed with the recommendations GAO offered to address these shortfalls, while the Defense Department also agreed to implement the watchdog’s recommendation, but disputed some of the “conclusions” that led to it. A DHS spokesperson added that ICE had contracted with a new provider, which would purportedly improve certain onsite conditions. “This new contractor will allow Camp East Montana to continue abiding by the highest detention standards WITH the ability to provide MORE medical care on-site. This contract also allows more on-site staff and a PRECISE quality assurance surveillance plan,” a DHS spokesperson told HuffPost in response to the report. A spokesperson for the Army did not immediately respond to a request for comment.
