It's unclear what he is referring to, but the CDC states that birth rates were at an "all-time high" in 2007, then experienced a decline in the following years. The CDC does not use the word "crisis" to describe this period.

A 2022 review found that sperm count "declined appreciably between 1973 and 2018," but it does not specify teenagers. The subject has been a topic of debate in the medical field.

Again, it's not clear which studies have led the Secretary of Health and Human Services to this conclusion. A 2016 study in the National Library of Medicine states that "the evidence is scarce on the association between age at puberty and semen quality." Additionally, a 2013 study from Boston University found that male fertility peaks around age 30. 

The average testosterone level in healthy males aged 60-69 is 196 to 859 ng/dL, according to Harvard University. For males aged 16-17, the Cleveland Clinic says the normal testosterone range is 102 to 1010 ng/dL.
